Prof Joel Nobert is Associate Professor and Director of the Institute of Resource Assessment, University of Dar es Salaam. He is trained at the University of Dar es Salaam and Yokohama National University, Japan, and has specialized in hydrology and Water Resources Management. He has conducted various studies in the area of water Resources Management and hydrological modelling. He is currently leading the team in the development of Integrated Water Resources Management and Development Plan (IWRMDP) for Lake Victoria basin. He has participated in the development of Integrated Water Resources Management and Development Plans for the internal drainage and Wami-Ruvu basins in Tanzania as an expert in Water Resources Modelling and DSS component, which are World Bank funded project under the Ministry of Water. He is the hydrologist with the team doing the Environmental and Social Impact Assessment (ESIA) for the Standard Gauge Railway (SGR) project as water resources expert for Lot 3, 4 and 5 (Makutupora-Tabora, Tabora- Isaka, and Isaka- Mwanza. He is also working with Danish Hydraulic Institute (DHI) as hydrologist for the ongoing project under the Ministry on Development of prediction tools for flood forecasting early warning (FFEWS), water use permitting tools for water allocation and decision support tools for reservoir operations.
