Founded in 1946, Baxter & Woodman, Inc. is one of the largest Midwest-based civil engineering firms. We provide consulting engineering and technology services to municipalities, state agencies, county governments, and sanitary districts throughout Illinois, Wisconsin, Florida, and Texas.
