Hear from experts in this space, leaders who implemented outcomes based contracting in their cities, and advocates working on the ground here in Los Angeles. We'll network, learn, and explore how LA can move forward with outcomes based contracting in the homelessness services sector starting today.

The LAURA Innovation Summit aims not only to inspire, but also to operationalize.
The Summit will be a platform to launch three "Pilot Design Work Groups" to design outcomes based contracting programs in Los Angeles. Each Work Group will target a specific sub-population, will be led by two committed experts in their field, and include members with interest and expertise.
Summit attendees may choose to join a Pilot Design Work Group aligned with their interests. The goal for each Work Group is to design a pilot, based on an outcomes based contract, that effectively serves the target population, and can be practically implemented in Los Angeles. Facilitated by the group co-leads and LAURA staff, we aim to design the pilots by Fall 2026 and implement them as soon as practically possible.
The Pilot Design Work Groups & Leaders are:
Justice-Impacted Individuals: Led by Kalain Hadley, CEO of Reclaim Possibility, and Yusef-Andre Wiley, Founder & Executive Director and TimeList Group
Domestic Violence Survivors: Led by Stéphanie Vongue Wack, Domestic Violence Program Coordinator at the Los Angeles Homeless Services Authority, and Myong Kim, LCSW, Chief Program Officer at the Downtown Women’s Center
Foster Youth Leavers: Led by Erica Hoitsma, Director of TAY Housing at Sycamores, and Dexter O’Connell, Director of Youth Policy & Advocacy at Safe Place for Youth
Participation in the work groups is open to anyone with expertise and interest and will involve between three and six facilitated in-person or virtual meetings.
