In reaction to the dramatic bulk of the Equitable Building (ironically, the current home of the Department of City Planning), New York City was the first municipality in America to institute zoning. Since 1961 the current Zoning Resolution has been used to encourage and even mandate affordable housing in some places, while completely prohibiting multifamily development in others. Our panel of prominent planners, architects, and developers will discuss how zoning should be used to foster affordable housing development in New York City, including what neighborhoods ought to see zoning changes and how the zoning text could be fine-tuned to encourage more affordable and mixed-income buildings.
