Although the foundational concepts of O&M are the same, there are vast differences in how adults and children learn mobility skills. Adults learn best when their real-world experiences are acknowledged and built upon for training. They often want goal-oriented training that is practical to
everyday life. Children learn through playful adventurous interactions and often require more time to explore and develop a firm understanding of spatial concepts. With the tremendous shortage of COMS all over the country, both school and adult service agencies struggle to keep up with the growing need for quality training. One strategy to deal with this shortage is the use of private contractors. In Kentucky, The Office of Vocational Rehabilitation is the only
agency that provides O&M training to civilian adults.
