This session shines a light on the “other half” of continuity: keeping non-emergency numbers, inter-agency lines, and public-facing contacts reachable when it matters most. Through real-world lessons from hurricane responses and proven alternate routing approaches, attendees will learn how to build resilient communication paths that support their operations even when 911 isn’t the problem. Participants will walk away with clear, actionable strategies to strengthen every line that keeps a PSAP running. Caleb Branch is the VP of Market Management at INdigital, where he leads ESInet deployment efforts, company positioning, and partner coordination. A former PSAP Director and nationally registered paramedic, Caleb brings practical experience from EMS management, emergency communications, and major consolidation projects. He holds an MHA from UAB, a BS in Emergency Management from Jacksonville State University, and multiple professional certifications, including ENP and advanced-level credentials through the Alabama Association of Emergency Managers.
