Aligning Mission, Mandates, and Morale: 911 Strategic Planning and Implementation
This interactive session will guide participants through an outcome-oriented process, utilizing both aspirational goals and specific objectives, allowing stakeholders to track outcomes of the strategic plan.
Grounded in two case studies of 911 strategic planning—one for a regional 911 system (King County Regional E-911 System) another for a 911 call center owned by five city governments (Valley Communications Center)—this interactive session will guide participants through an outcome-oriented process, utilizing both aspirational goals and specific objectives, allowing stakeholders to track outcomes of the strategic plan. After a presentation and Q&A, participants will workshop their own planning efforts in small groups.
Topics include: Designing an approach that engages community, staff (at all levels) and electeds to ensure broad buy-in and bridge silos that often fragment the best intentions of large organizations.
Learning objectives (“At the end of my session, participants will be able to”): 1. Organize their staff for cross-functional work on outcome-oriented strategic planning. 2. Understand the importance of compelling briefing materials and timely one-on-one discussions of critical issues and trade-offs. 3. Be familiar with two recent approaches to strategic planning, including performance measurement.
