The Interdiction for the Protection of Children (IPC) training is an internationally recognized course designed to equip law enforcement with the tools to identify and recover endangered, exploited, and at-risk children during routine encounters.
Offered statewide and conducted by the North Carolina State Highway Patrol in partnership with the NC Human Trafficking Commission, this training was originally developed by the US Marshals Service - Behavioral Analysis Unit, Texas Department of Public Safety, and in collaboration with Homeland Security Investigations (HSI).
IPC provides law enforcement executives and officers with practical, field-ready tools to:
Recognize behavioral indicators of child exploitation or trafficking
Understand how trauma and child development impact disclosure
Identify grooming tactics and offender patterns
Apply trauma-informed, victim-centered approaches during roadside or field interviews
Review real case examples that led to child recoveries
This course emphasizes proactive engagement, interagency coordination, and the use of practical interviewing techniques that prioritize the child’s safety and well-being. IPC is available at no cost to North Carolina law enforcement agencies.
