Every transit agency receiving funding from FTA must comply with DOT DBE regulations. Transit agencies should have a complete understanding of all aspects of federal compliance with DOT requirements found in 49 CFR Part 26.
Every transit agency receiving funding from FTA must comply with Department of Transportation (DOT) DBE regulations. Transit agencies should have a complete understanding of all aspects of federal compliance with DOT requirements found in 49 CFR Part 26, “Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs”. This course is designed to provide transit agencies with regulatory guidance and best practices to ensure that their DBE programs are consistent with Federal guidelines thereby achieving full compliance with DBE program management requirements. The course covers every part of an effective DBE program to include: Development of a DBE Program Plan as required by Federal guidelines.
Development of a DBE three-year overall goal and individual project goals.
Annual review of the DBE overall goal and annual adjustments if required.
Regulatory requirements and best practices in the certification of minority and woman owned businesses as Disadvantaged Business Enterprises.
Verification of bid documents submitted by contractors to meet project goals.
On site monitoring of DBE firm utilization by contractors to meet contract DBE goals
Preparation of Uniform Report of DBE Awards or Commitments and Payments Form
Effective DBE Program Management provides equitable opportunities to minority and women owned businesses and effective compliance protects the continued flow of federal funding to recipient transit agencies. An effective DBE program is good for transit recipients, contractors who use the services of DBE firms and the DBE firm in terms of small business growth. This course is designed to create opportunities for all players in a strong DBE program
