Design-Build Done Right®: Delivering a VA Mega Project with Purpose and Precision

The El Paso VA Health Care Center is a transformative milestone for federal healthcare delivery—one of the largest and most complex design-build projects ever undertaken by the U.S. Army Corps of Engineers and the Department of Veterans Affairs. With a shared commitment to innovation, speed, and service, VA/USACE and the integrated team of Clark Construction Group and the SmithGroup+HKS Joint Venture embraced a mission-first mindset to deliver a facility worthy of our nation’s veterans. From day one, the team prioritized building a high-performing team rooted in trust, transparency, and shared accountability.
This presentation will explore how the team applied Design-Build Done Right® principles to foster collaboration, streamline decision-making, overcome bureaucracy, dispel bad habits, and overcome the inherent challenges of a megaproject. This presentation will focus on three important phases of the delivery process that contributed to the project’s record of success: the request for proposal and procurement process, key attributes of the winning technical proposal, and the launch of early/phased construction.
As of late 2025, the project’s structural steel frame has topped out and remains on schedule to meet the government’s aggressive timeline to deliver needed care to the veterans within the VA El Paso Healthcare System. This project is a showcase of Design-Build Done Right®, demonstrating how the right combination of people, relationships, tools, and governance can deliver a facility of extraordinary scope and quality. The result: a $600M+ medical campus that is redefining expectations for federal healthcare infrastructure and setting a new standard for integrated delivery.
