This panel will discuss the California refinery transitions –– from the Phillips 66 Los Angeles oil refinery closure announcement to the conversion of the Marathon Martinez oil refinery –– in the context of the broader energy transition away from oil and gas needed to meet our climate goals. Nearly two decades ago, California began to take serious climate action, and now, the transition away from fossil fuels toward a clean energy future is well underway. Workers and communities have been advocating for more worker-and-community centered planning and investments to secure safety and maintain stability in smoother transitions as California builds a brighter and healthier future for all. The state, however, has lagged behind in its transition planning. In 2020, the Marathon Martinez oil refinery announced it would indefinitely idle, laying off hundreds of workers. Since downsizing and retrofitting to produce biofuels, that refinery has had significant safety incidents. Last year, Phillips 66 announced its Los Angeles refinery would be decommissioned by the end of 2025.
