We have tens of thousdans of batteries installed in homes & businesses around Puerto Rico, all serving to power buidllings during blackouts. If offered those similar incentives as are already happenign in other jurisdictions, many of the 50,000+ solar + storage customers on the island would likely share some of their battery capacity at crucial times to help stabalize the grid & prevent blackouts. Why hasn't the Virtual Power Plant concept moved forward furether by now, and what's it going to take to transform Puerto Rico into an example of what can be done with VPPs?
