The Defense Health Agency Facilities Enterprise (DHA FE) is advancing a post-occupancy evaluation (POE) initiative to enhance Military Treatment Facility (MTF) performance, beginning with a case study of three recently completed Design Bid-Build (DBB) medical and dental clinics at Camp Lejeune, NC. This project focuses on developing a user-centered POE process that assesses not only engineering outcomes but also clinical workflows, infection control, patient safety, staff experience, and resource utilization to align facility design more closely with military healthcare needs. In collaboration with RLF and the NAVFAC Medical Facilities Project Office, this study will provide a framework for integrating POEs throughout the MTF lifecycle. By using defined metrics and structured evaluation points, this POE approach enables DHA FE to assess facility performance rigorously, with a particular emphasis on health, safety, and operational effectiveness. Incorporating the Concept of Operations (CONOPS) document further supports adaptability as metrics evolve alongside healthcare requirements, reinforcing POEs as an evidence-based tool for continuous improvement. This presentation will offer insights into how DHA FE’s POE approach spans practice management, project management, and construction and evaluation. Emphasizing strategies to create a standardized, scalable POE framework, we will highlight how DHA FE’s process contributes to a resilient facility portfolio that supports the health, safety, and welfare of military healthcare users.
