Akash has performed his investigation in the Dutch (department of the ) Ministry of Highways (Rijkswaterstaat), which is performing multiple value engineering studies each year.
A project consists of many stakeholders who are influenced by the implementation of the scope of the project. The collaborating parties expect some flexibility in the project scope to add or eliminate the developments and opportunities that come across during the project lifecycle. Can VE help to enhance flexibility in project scope by resolving the barriers that hinders flexibility?
A list of 15 barriers which can hinder flexibility in a project scope was formulated.
Two infrastructure projects were investigated to check for the presence of the identified barriers. In the first project, originally, VE was not introduced by the client during the development of the scope. In total 13 barriers were experienced by the practitioners out of 15. In the second project, VE was introduced during the development of the scope. It was observed that only 4 barriers were faced by the practitioners. Overall, by comparing both the projects, it was deduced that the project in which VE was not introduced during the development of the scope experienced significantly higher barriers in comparison to the project in which VE was introduced during the initial stages of scope development. After analyzing the two projects in detail, it was concluded that VE can be used as a methodology for enhancing the flexibility in project scope.
