Under Secretary of War (Comptroller)
The Department of War (DoW) Financial Management (FM) workforce faces mounting demands driven by audit readiness, evolving policy requirements, rapid system modernization, and increasing expectations for data-driven decision-making. Traditional classroom-centric training models—while foundational—are no longer sufficient to develop the technical proficiency and applied capability required across a globally dispersed enterprise. This session explores how the DoW is modernizing its FM training strategy to move from knowledge transfer to capability development. Panelists will discuss the role of enhanced distributed learning as one component of a broader enterprise training approach—highlighting the development of new courses focused on financial reporting, auditability, and data analytics, as well as the redesign of legacy content to be more interactive and scenario-driven. Attendees will gain insight into how role-based, applied learning strengthens mission relevance, reinforces policy foundations with operational context, and increases engagement across the workforce. The discussion will also address how modernized course design supports enterprise consistency while enabling flexible, just-in-time access to learning. Beyond course updates, this session examines the broader transformation underway in FM workforce development—aligning training investments with measurable outcomes, long-term capability needs, and workforce resilience. Participants will leave with practical strategies and lessons learned for building a more agile, technically proficient, and future-ready FM workforce.
