Biography Information Speaker’s Name: Mr. Diego Martinez Affiliation/Company: International Civil Aviation Organization (ICAO) Title/Position: Manager, Trainair Plus Programme Brief Biography of Speaker: Mr. Diego Martinez worked as civil servant in the Government of Spain with several management responsibilities and was promoted to the position of Secretary General in Educational and Transport Sector in 1991. He acquired his Master’s degree in Public Administration from the Universidad Complutense of Madrid and Strategic Planning for the European Strategic Planning Federation. He joined ICAO in 1997 as TRAINAIR expert in North America, Central America and Caribbean Region. As Technical Cooperation Officer and Chief Field Operations, he managed training and Human Resources projects in Americas Region. He was also the International Coordinator of the Cuba human resources and training projects and regional projects for the Global Navigation Satellite System (GNSS/SBAS) in the CAR/SAM Regions, airport planning and building projects, organization and institutional change, development of intermodal transport projects, management of programmes with civil aviation Authorities and Ministry of Transports. He was responsible in the ICAO Technical Cooperation Bureau for the institutional cooperation relations with the European Union, the Transport and Energy Directorate, the Air Transport Directorate of the European Commission, European Space Agency (ESA), EGNOS and the Joint Undertaking (GALILEO). In December 2009, he received the mandate from ICAO secretariat to revamp the ICAO TRAINAIR Programme and was promoted to the position of TRAINAIR PLUS Programme Manager in the Air Navigation Bureau. He is an assessor, validator and instructor leader of the Programme. Since January 2014, he is the TRAINAIR PLUS Programme Manager in the Global Aviation Training GAT Office under the Office of the Secretary General of ICAO and is in charge of the administration and delivery of training in all areas of the ICAO training programme.
