Hailey Manning is an experienced leader with over two decades at OKIE811, where she has built her career advancing safety, communication, and operational excellence in the underground damage prevention industry.
As OKIE811’s Education & Outreach Manager, she leads the development and delivery of statewide excavation safety programs designed to protect people, communities, and critical infrastructure across Oklahoma. She oversees a team responsible for Safety Days, webinars, podcasts, certification programs, outreach strategy, bilingual education initiatives, and the Oklahoma Excavation Safety Expo, a statewide event that brings together contractors, utilities, engineers, and public officials to strengthen excavation safety and infrastructure protection.
Her work focuses on translating complex regulatory and operational requirements into clear, practical training that supports compliance and builds a culture of safe excavation. She emphasizes inclusive communication, data-informed outreach planning, and programs that are measurable, impactful, and accessible across diverse workforces.
She also provides strategic direction for public-facing engagement, including social media strategy, advertising decisions, creative messaging, event promotion, and community visibility initiatives. Her focus is ensuring outreach and marketing efforts align with educational goals and reinforce a consistent culture of safe excavation statewide.
Prior to this role, Manning led quality assurance and training for OKIE811’s contact center, where she modernized coaching systems, developed performance standards, and supported the professional growth of dozens of employees. That operational foundation continues to shape her leadership approach, combining a service mindset with clarity and continuous improvement.
Today, she combines these experiences to lead high-impact educational initiatives that serve excavators, public officials, utilities, and community partners throughout Oklahoma. She is passionate about leveraging technology, bilingual outreach, and creative collaboration to make safety education engaging, inclusive, measurable, and meaningful.
