Dr. Silva came to Del Mar College from the CyFair campus of the Lone Star College system where he served as Dean of Student Services. His responsibilities included advising, counseling, student life, state records and reporting, career services, veterans and disability services, Child Watch, financial aid, and testing. At CyFair he also oversaw budgets and developed strategic plans for his department as well as served as the Designated Discipline Officer and Civil Rights Administrator for the campus. The CyFair Campus Faculty Senate selected him Administrator of the Year in 2012.
Prior to his Lone Star tenure, he directed the Alice Center for Coastal Bend College and served as campus liaison with the Southern Association of Colleges and Schools (SACS) accrediting institution. His professional background includes success in promoting community and economic development initiatives, compliance with the Americans with Disabilities Act (ADA) as well as building student recruiting programs and school district articulations. His resume also includes several years as academic counselor and assistant to the dean at Texas A&M University-Kingsville.
His academic credentials include a Bachelor’s of Business Administration degree from Texas A&I University, a Master’s degree in Guidance and Counseling from Texas A&M University-Kingsville and a Doctoral degree from Texas A&M University in Human Resource Development. His educational path shows an intense focus on those skills and talents crucial to serving our student population.
A native of Alice, Texas, Rito earned the Alice ISD Outstanding Alumni Award in 1996 and served on various board and commissions in that city and in Jim Wells County. He has served on the TAMU-K Javelina Alumni Board of Directors, as well as local boards for March of Dimes, Camp Fire Boys and Girls, American Red Cross and coached a Little Miss Kickball team.
