Melissa Quirk is a Principal at HR&A Advisors, a real estate, economic development, and public policy consulting firm that helps create more equitable, resilient, and dynamic communities. Her work in the Broadband and Digital Equity practice focuses on affordable housing. She brings over 20 years of cross-sector experience, most recently as Chief of Staff at the New York City Mayor’s Office of the Chief Technology Officer, the New York City Housing Authority, and the Department of Housing Preservation and Development.
Prior to her work with the City of New York, Melissa shaped federal housing and homelessness policy at the National Low Income Housing Coalition and in Massachusetts at Citizens’ Housing and Planning Association and the City of Boston Mayor’s Office.
Melissa holds a Master of Arts in Urban and Environmental Policy and Planning from Tufts University and a Bachelor of Arts in Urban Studies from Vassar College.
