Prior to Pearl, Matt spent 14 years in Baltimore City Public Schools as a classroom teacher and district leader, where he helped build and manage one of the nation’s largest high-dosage tutoring initiatives. His work centers on a simple belief: implementation is the intervention. Matt brings a practitioner’s perspective to system design, blending research, real-world constraints, and continuous improvement to help districts translate strategy into measurable student outcomes.
