Janisse Quiñones is the Chief Executive Officer of LUMA Energy, the operator of Puerto Rico’s electric transmission and distribution system. A native of Caguas and a mechanical engineer trained at the University of Puerto Rico at Mayagüez, Quiñones brings deep utility, engineering, and emergency-management experience to one of the most important infrastructure transformation efforts in the Caribbean. Before joining LUMA, she served as Chief Executive Officer and Chief Engineer of the Los Angeles Department of Water & Power, the largest publicly owned water and power utility in the United States. She has also held senior leadership roles at major North American utilities, including Pacific Gas and Electric and National Grid. Quiñones served more than two decades in the U.S. Coast Guard, retiring as a Commander with a specialization in emergency and disaster management. She holds a B.S. in Mechanical Engineering, an MBA, and a Master of Advanced Studies in International Relations
