Janet McKelvey is an Acting Director on the Natural Resources and Environment team at the U.S. Government Accountability Office (GAO). She oversees GAO’s work on energy issues, including federal funding related to onshore and offshore oil and gas, electricity, renewable energy, nuclear power, and other energy sources. She also oversees audit work on other energy-related topics, including the Department of Energy’s loan programs. McKelvey joined GAO in 2003 and spent many years working on federal contracting issues. In this role, she led reviews across a broad range of contracting areas, including contracting in Iraq, construction of the southwest border wall, contractor compensation caps, and consulting firms contracting with the United States and China. She also led a body of work on emergency contracting, including federal contracting in response to natural disasters and the COVID-19 pandemic. She holds a bachelor’s degree from Oberlin College and a master’s degree in public policy from Harvard Kennedy School.
