Celia Rosario Mendive is a Senior Analyst at the Government Accountability Office (GAO), where she specializes in conducting complex performance audits and evaluations of federal programs to enhance government efficiency, transparent operations, and fiscal responsibility. In this role, Ms. Mendive served as the Analyst-in-Charge for the 2026 report Puerto Rico Grid Recovery: Limited Progress Toward Stability and Opportunities Exist to Improve Federal Assistance (GAO-26-107772). She joined GAO in 2010 and has led several reviews including on electricity grid resilience, the Tennessee Valley Authority, and the four federal Power Marketing Administrations. Prior to GAO, she served as a Human Capital Management Specialist at the Congressional Research Service within the Library of Congress. She holds a BA in Political Science and Latin American Studies, and a Master of Public Administration (MPA) from the University of Arizona.
