Howard is the K-12 Integrative STEM Specialist at NCDPI. In addition to delivering professional development for teachers, principals, and district leaders, he is the process manager for the NC STEM Schools of Distinction program. In 2021, Howard received the NCSTA Distinguished Service in Science Education in North Carolina - Administrator Award, and in 2025, the NCSLA Michael C. Jackson Distinguished Service Award. Howard has contributed to STEM publications and peer-reviewed academic journals.
