Francisco holds a double degree in Law and Business Administration from the Universidad
Pontificia de Comillas, ICADE, in Spain. He also holds a program in Leadership in Public
Management from the Spanish IESE and has passed all Chartered Financial Analyst (CFA)
exams.
In 2015, he became a civil servant in Spain, as State Economist, ranking #1 in his class after
passing all exams with honors. For five years, he served at the Spanish Treasury, within the
Spanish Ministry of Economy, dealing with European economic and financial affairs. He
represented Spain in dozens of meetings in Brussels, negotiating legislative files and European
projects. In 2020, he moved to Brussels, Belgium, to work at the Single Resolution Board, the
European Commission´s Agency responsible for Banking Crises Management. He served as
expert in Strategy and International Relationships.
In September 2022, Francisco became the Head of the Spanish Economic and Trade Office in
Puerto Rico, as part of the Spanish Embassy to the US. His main duties are helping Spanish
firms looking for business opportunities in the island, assisting Spanish firms based in the
island when needed, helping Puerto-Rican firms looking for investment opportunities in Spain,
and building the best possible relationship with local authorities and firms. His main goal is to
reinforce the trade and investment links between Spain and Puerto Rico.
For three years, he acted as associate professor in the Universidad Pontificia de Comillas,
ICADE, in the MSc in International Relations, dealing with Trade and Investment Policy of the
EU.
