Eng. Manuel A. J. Laboy Rivera, PE, MBA, is the Executive Director of the Central Office for Recovery, Reconstruction and Resiliency (COR3). COR3’s main responsibility is to ensure the execution of the island's reconstruction and recovery projects in an efficient, effective, and transparent manner, while serving as Recipient of federal funds through FEMA Public Assistance and Hazard Mitigation programs. Accordingly, the executive director of COR3 also serves as the Governor’s Authorized Representative (GAR) before FEMA. Laboy Rivera has 25 years of work experience in industries and sectors such as manufacturing, construction, renewable energy, infrastructure, technology, and project management. He holds a bachelor’s degree in Chemical Engineering from the University of Puerto Rico, Mayagüez Campus; and a Master’s in Business Administration from the Ana G. Méndez University. He is a member of the Professional Engineers and Land Surveyors Association of Puerto Rico (CIAPR, for its Spanish acronym). Prior to taking over as Executive Director of COR3, Laboy Rivera served as Secretary of the Department of Economic Development and Commerce (DDEC, for its Spanish acronym) and Executive Director of the Puerto Rico Industrial Development Company (PRIDCO) from 2017 to 2020. Among his achievements are a new Puerto Rico Incentives Code, the creation of Invest Puerto Rico and Discover Puerto Rico, the authorization for expanded cargo and passenger flexibility at Puerto Rican international airports, a new Single Business Portal, the Innovative Startups Program, and the expansion of the Apprenticeship Program
