Hannia B. Rivera Díaz earned her bachelor’s degree in criminal justice with a concentration in Forensic Psychology, graduating Cum Laude from the University of Puerto Rico in 2004. She obtained her Juris Doctor (JD) from the Interamerican University of Puerto Rico, School of Law in 2008 and has been admitted to practice as an attorney and notary public before the Supreme Court of Puerto Rico since 2009. After three years of practicing law in the private sector, Rivera Díaz transitioned to public service in 2012 as a Legal Advisor to the Puerto Rico Department of Family Affairs. In 2013, she joined the Public Service Commission (now the Bureau of Transportation and Other Public Services) as an external advisor for the Office of Public Interest Attorneys. She then became an Examining Officer and, by 2017, was appointed to lead the Office of Public Interest Attorneys. Since 2018, Rivera Díaz has served as Executive Director of the Independent Consumer Protection Office (known by its Spanish acronym, OIPC). In this capacity, she leads the office’s efforts to safeguard the rights of consumers in Puerto Rico, particularly in the key areas of energy, transportation, and telecommunications. Her work primarily focuses on representing the interests of residential consumers and small businesses before regulatory entities such as the Puerto Rico Energy Bureau, the Telecommunications Bureau, and the Bureau of Transportation and Other Public Services. Rivera Díaz has been actively involved in shaping and monitoring the transformation of Puerto Rico’s single public energy utility following the 2017 hurricanes and the restructuring of the island’s electric grid. Under her leadership, the OIPC has participated in a wide range of regulatory proceedings, public hearings, and policy discussions to ensure transparency, fairness, and the protection of consumers' rights—particularly during the transition of the public energy utility to private administration through public-private partnerships. She has also worked to strengthen consumer protections related to renewable energy adoption, ensuring that consumers benefit from the transition to sustainable energy sources. Rivera Díaz plays a critical role in advocating for accountability from the utility’s private administrators and ensuring that consumer voices are heard in decisions affecting energy pricing, service reliability, and long-term sustainability. Through her work, the OIPC provides a crucial counterbalance to the utility's private administrators and promotes a more equitable energy future for Puerto Rico, while also working to improve access and fairness in the transportation and telecommunications sectors.
