Reading local policy tea leaves, by a former Chair of PREPA

Mr. Gil-Ensenat is an attorney at law, former Chairman of the Board of Directors for the Puerto Rico Electric Power Authority (PREPA), a Trustee at the Home Builders Institute (HBI), and a member of the Disaster Recovery Task Force at the Bipartisan Policy Council (BPC). A former Director for Alvarez & Marsal Infrastructure and Capital Projects (ICP) practice in Washington DC. Previously (2017-2020) he served as Secretary of the Puerto Rico Department of Housing, Chairman of the Board for the Puerto Rico Public Housing Administration (Second largest PHA in the USA), Chairman of the Board of Directors for the Puerto Rico Housing Finance Authority, Vice Chairman of PREPA and board member for the Puerto Rico Land Administration.
During his tenure in the PRDOH, Fernando was responsible for the compliance, monitoring, and management of more than one thousand (1,000) Open Space lots, from the FEMA Hazard Mitigation Grant Program (HMGP). Fernando was able to renegotiate a HMGP Repayment Promissory Note for the New Secure Housing Program, saving the Government of Puerto Rico more than 50 Million dollars. During Hurricanes Irma and Maria (2017) he was responsible for the mass care in 257 shelters of around 15,000 shelterers. Under his direct supervision, the biggest FEMA STEP (Shelter Temporary Essential Power) program to this date was achieved, exceeding the program milestones by 30%. Under his direct supervision, more the 108,000 homes were temporarily repaired in one (1) year, providing shelter in place for their participants, with a total investment of 1.6 billion dollars. He also oversaw the repair of more than 300 housing projects with 53,000 units that were also under his management. During the Puerto Rico earthquakes in January of 2020, Fernando collaborated in the coordination and operation of 8 outdoor super congregate shelters with more than 8,000 displaced individuals.
Fernando managed the Community Development Block Grant – Disaster Recovery (CDBG-DR) program with the highest historical allocation for any US jurisdiction. Formulating and implementing the required Action Plans for 9.7 billion dollars from the 20 billion dollars allocated to Puerto Rico, conceptualizing and designing more than 20 programs in the areas of Housing, Infrastructure, Planning, and Economic Development. During these times he also collaborates in the conceptualization and development of the new PREPA grid modernization plan, participating in the implementation of PREPA procurement and compliance reforms.
Fernando has Bachelor’s Degree in Political Science from the University of Puerto Rico, Mayaguez Campus and a Juris Doctor from the Pontifical Catholic University of Puerto Rico. Afterward, he attended the American University Washington College of Law, in Washington D.C, where he earned a Master’s Degree in International Business Law. He is admitted to practice law in Washington D.C., Puerto Rico and the US District Court of Puerto Rico.
