lejandro J. Figueroa-Ramírez is an attorney specializing in regulatory and infrastructure policy with experience advising both private and public sector actors. Mr. Figueroa joined LUMA in March 2024 as Vice President for Regulatory, being primarily responsible for leading the organization’s regulatory strategy. Mr. Figueroa briefly served as Of Counsel for DLA Piper, a leading global law firm, after serving nearly five years with the Financial Oversight and Management Board for Puerto Rico, three of those as Infrastructure Director. At the Oversight Board, Mr. Figueroa advised Board members and the Executive Director on the reorganization of the Puerto Rico Electric Power Authority, the Puerto Rico Aqueduct and Sewer Authority and the Puerto Rico Highways and Transportation Authority. From 2015 to 2018, Mr. Figueroa served as Deputy General Counsel and General Counsel for the Puerto Rico Energy Commission (now the Puerto Rico Energy Bureau). During his tenure, Mr. Figueroa was actively involved in the Commission’s review and approval of PREPA’s first Integrated Resource Plan and Rate Review Application, assisted in the review of proposed infrastructure development projects, and was involved in the development of various public policy initiatives. Prior to public service, Mr. Figueroa worked in the private sector where he represented private and public sector clients on regulatory compliance matters and power generation agreements. Mr. Figueroa has a B.S. in International Business Administration from Bryant University in Smithfield, Rhode Island, and a Juris Doctor from the University of Puerto Rico School of Law.
