Luis D. Dávila Pernas is a licensed attorney with experience in federal public policy issues, including federal disaster recovery laws, the American Rescue Plan (ARPA), and the Bipartisan Jobs and Infrastructure Investment Act. He currently serves as Executive Director of the Puerto Rico Federal Affairs Administration (PRFAA) after being appointed by Governor Pedro R. Pierluisi on March 20, 2023, to be his representative in Washington, D.C. Between 2004 and 2007, Dávila Pernas studied at Florida International University, where he obtained a bachelor’s degree in business administration with a focus on International Business and Commerce. After that, he was accepted to the Interamerican University of Puerto Rico School of Law, where he completed his Juris Doctor with honors between 2008 and 2011. Mr. Dávila Pernas has extensive work experience advocating for Puerto Rico's priority issues at the federal level, having served as Deputy Director and General Counsel of PRFAA in 2017. In addition, Mr. Dávila Pernas practiced law at DLA Piper LLP from 2017 to 2023. At this stage of his life, Davila Pernas advised public sector clients and non-profit organizations on legislative, administrative, and public policy matters before the U.S. Congress. Before this, Mr. Dávila Pernas held positions at Banco Popular, McConnell Valdés LLC, and the Supreme Court of Puerto Rico under the Honorable Judge Edgardo Rivera García.
