Dave Baumann graduated from Boise State University in 1983 with a Bachelor’s Degree in Behavioral Management. He has worked for the Idaho Transportation Department since 1985 in the Motor Vehicle Division. Before his appointment as a Hearing Officer presiding over Administrative License Suspension (ALS) hearings, he was a Technical Specialist, and later, a Technical Unit Supervisor in the Vehicle Services Title Division. Dave was one of two people hired to start and preside over the Administrative License Suspension program January 1, 1998. Dave has been a Breath Testing Specialist, certified by P.O.S.T, for Standardized Field Sobriety Training; completed the 2.5 week classroom instruction for the Drug Recognition Evaluation Program; attended Forensic Training sessions; completed traffic adjudication courses, assisted with law enforcement ride-alongs, and he has trained law enforcement and many affiliated parties in the ALS program since the fall of 1997. Dave was certified by the National Association of Hearing Officials in 2002, and he carries an Administrative Law Certification from the National Judicial College in Reno, Nevada.
