Francisco Berríos Portela is the Government Deputy Chief ff for Energy Affairs, Chair of the Puerto Rico Green Energy Trust, and member of PREPA Governing Board.
Previously he served as Director for the Energy Policy Program of the Department of Economic Development and Commerce.
Berríos-Portela has been leading large–scale project developments, infrastructure, and energy projects for more than 14 years with Business Development, Engineering, and Operations Management roles at several of Puerto Rico’s leading energy and construction companies. Throughout his work, he has contributed to the development of over 100 MW in renewable energy projects in Puerto Rico and the Caribbean such as solar power plants, industrial & commercial PV systems, microgrids, and electric utilities.
Berríos-Portela is an active promoter of renewable energy for Puerto Rico, having served at the Board for ACONER, the renewable energy contractor association and
participated in multiple energy industry forums on- and off-island.
Berríos-Portela is a licensed Professional Engineer and holds a B.S. in Electrical Engineering from the University of Puerto Rico, Mayagüez and a Professional Certification in Energy Innovation and Emerging Technologies from Stanford University School of Engineering.
