The paper presents on-going work under a World Bank-funded project in Kenya to strengthen water resources management and planning in the country. Interventions include the development of a water resources knowledge base, strengthening the hydro-met system, preparing basin and sub-catchment plans, preparing season and real-time forecasts, training and stakeholder consultation:
The paper discusses two principles of international water law � the principle of equitable and reasonable water use, and principle of no significant harm � and their application in the cooperative framework of the Nile. It provides viewpoint on what constitutes reasonable and equitable water use in the context o the Nile Basin in the face of climate change impacts and rapidly growing populations.
