Sam Pennica is currently the Director of the Wake County Bureau of Forensic Services, Raleigh, NC. He holds a Bachelor of Science Degree in Human Services with a major in Administration of Justice from Thomas A. Edison State University. He is also a graduate of the North Carolina State University Administrative Officers Management Program, and the Federal Bureau of Investigation Regional
Command College. Additionally, he holds an Advanced Law Enforcement Certification from the North Carolina Criminal Justice Education & Training Standards Commission.
Director Pennica began his law enforcement career in 1971 as an Identification Specialist with the Federal Bureau of Investigation. In 1973, he became a Special Agent with the North Carolina State Bureau of Investigation (SBI). During his career with the SBI, he served in the Crime Laboratory as a fingerprint examiner and the Field Operations Division as a crime scene investigator, general criminal, and drug
investigator along with various undercover assignments. Director Pennica also served on Governors James B. Hunt and James G. Martin’s protection details later becoming the Director of the SBI Training Academy.
After his retirement from the SBI in 1999, he served as a Lieutenant with the Johnston County Sheriff’s Office, Smithfield, NC. In 2000 Director Pennica became a Lieutenant for the Cumberland County Sheriff’s Office Homicide Unit Fayetteville, NC and later achieved the rank of Major in-charge of the Detective Division. In August 2005, he was appointed as the Director of the Wake County Bureau of
Forensic Services and continues to serve in that role.
Director Pennica is the Past President and Life Member of the Federal Bureau of Investigation Law Enforcement Executive Development Association and has earned the FBI-LEEDA Trilogy Leadership
Award. Additionally, he is the Past President of the North Carolina State Bureau of Investigation Society of Former Special Agents. Director Pennica is also the Past President and Life Member of the North Carolina Chapter of the International Association for Identification and is a member of the International Association for Identification and the American Society of Crime Laboratory Directors.
