Scott Allen is a civic design rōnin—anindependent wayfarer navigating the intersections of regional planning, GIS, and learning design. Moonlighting as a PhD student in Learning Design & Technology at the University of Hawaiʻi at Mānoa, he explores how reflective methods, spatial literacies, and mobile technologies can reimagine community engagement and participatory planning. By land, he collaborates with teams at UH Mānoa, the State Office of Planning and Sustainable Development, and the Oʻahu Metropolitan Planning Organization, designing public engagement frameworks and educational initiatives. By sea, he’s Captain of the SV Puka Wai, sailing toward more just and equitable futures.
