Mike Packard, P.E., PTOE is a Senior Traffic Engineer in SSFM’s Strategic Services Group. He has over 20 years of private and public traffic engineering and transportation planning experience. This includes work on traffic operations analysis, intersection and crossing designs, and transportation planning of complete streets, bicycle, and pedestrian facilities. Mr. Packard was instrumental in establishing the City and County of Honolulu's Complete Streets program, overseeing the creation of the design manual as well as serving as the first program administrator. He is an active member of the Insitute of Transportation Engineers and Hawaiʻi Bicycling League.
