Noelle Cole is the Branch Chief for Policy Planning in the Honolulu Department of Planning and Permitting’s Planning Division where she manages long range planning documents including the Oʻahu General Plan and the Primary Urban Center Development Plan, among other duties. She is an active participant in the City’s One Water Panel and is currently leading the DPP’s Adapt Waikīkī 2050 project team, working across departments and with the development community to achieve greater climate resilience in the Waikīkī Special Design District. Noelle holds M.C.P. and M.L.A. degrees from U.C. Berkeley
