David Callies, FAICP, is Professor Emeritus and the Benjamin A. Kudo Professor of Law (emeritus) at the University of Hawaiʻi at Mānoa’s William S. Richardson School of Law. A leading authority on land use, real property, and state and local government, he has authored or coauthored roughly 20 books—including Regulating Paradise—and more than 100 articles. Callies is a member of the American Law Institute and the American College of Real Estate Lawyers. His honors include the Owners’ Counsel of America Crystal Eagle Award (2015) and William & Mary Law School’s Brigham-Kanner Property Rights Prize (2017). Before academia, he practiced land-use and local-government law in Chicago. Richardson Law celebrated his retirement in 2023, and he continues to write and speak on takings, landuse governance, and related topics.
