Jesse K. Souki is a Hawaiʻi land use and
administrative law attorney and is an Associate
General Counsel for the University of Hawaiʻi.
His practice spans zoning and subdivision,
environmental review and permitting, exactions
and impact fees, and project delivery for public
institutions. Jesse previously served as Executive
Director and CEO of the Hawaiʻi Community
Development Authority; First Deputy Director of
the Department of Land and Natural Resources;
and Director of the State Office of Planning.
In 2024 he was President of the Hawaiʻi State
Bar Association. He presents on environmental
and Hawaiʻi land use laws, translating current
decisions into practical guidance for planners
and decisionmakers.
