Mr. Daniel Horvath serves as the Chief of Protective Security for Region 9 California of the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency (CISA). Mr. Horvath is responsible for overseeing protective security advisors and their role in critical infrastructure protection operations across four states (AZ/NV/CA/HI), Guam, CNMI and American Samoa. The PSA Program’s primary mission is to proactively engage with Federal, State, Local, Territorial, and tribal government mission partners and members of the private sector stakeholder community to enhance the security and resilience of critical infrastructure.
Previously, Mr. Horvath was the Regional PSA for Region 9, a position he held for 3 years. During that time, he led Region 9 response to multiple wildfires, COVID-19 and was recently awarded the CISA Unity of Effort Award for his work on the chlorine supply chain disruption. He is a member of the Improvised Explosive Device Working group, and part of the Regional Interagency Steering Committee.
Prior to CISA, Mr. Horvath served five years at FEMA where he was an Operations Chief. He worked extensively across the Pacific and West Coast, directing response and recovery efforts for typhoons, volcanic eruptions, wildfires, and flooding. He also served 30 years in the U.S. Navy, becoming a Navy Master Diver where he led multinational diving, special warfare operations, and was extensively trained in underwater demolition, salvage, search, and rescue. Upon retiring from the Navy, he spent five years at the Department of Defense as the director of emergency management for Joint Region Marianas in Guam before moving his family back to the U.S Mainland.
