Jason G. Loughran is a dedicated public servant, U.S. Navy veteran, first generation Irish American, and housing policy leader currently serving as the Regional Administrator for Region II (New York and New Jersey) at the U.S. Department of Housing and Urban Development (HUD). In this role, he oversees HUD’s programs and initiatives across two of the nation’s most populous and diverse states, focusing on expanding affordable housing, strengthening community development, and advancing equitable access to housing resources. Prior to his appointment at HUD, Jason served as Senior Adviser of Intergovernmental Affairs at the New York City Department of Veterans’ Services (DVS), where he led legislative advocacy and stakeholder engagement to improve the quality of life for veterans. Jason’s work in housing policy is most notably exemplified by his role as Senior Policy Analyst for Housing & Support Services at DVS. There, he launched the groundbreaking “HUD-VASH Continuum,” the first interagency initiative of its kind in the United States. This program, developed in collaboration with HUD, the Department of Veterans Affairs, and New York City agencies, successfully provided housing to disconnected veterans who were formerly homeless and ineligible for traditional housing benefits. By addressing operational barriers and facilitating efficient resource allocation, the program became a model for tackling housing insecurity at the local and national levels. As Assistant Commissioner of Community Affairs at DVS, Jason expanded his impact by overseeing the agency’s direct service programs, including those focused on housing for veterans and their families. Under his leadership, DVS achieved a 250% increase in private market housing placements for veterans by fostering collaboration with landlords and housing providers. His innovative policies streamlined access to emergency housing, eviction prevention services, and permanent supportive housing, ensuring that vulnerable populations received the needed support. During the COVID-19 pandemic, Jason’s leadership was critical in addressing the intersection of housing and public health challenges. He directed "Mission: VetCheck," a pioneering initiative that connected socially isolated veterans to essential services, including eviction prevention and housing resources. This program reached over 30,000 households and was recognized nationally with the Abraham Lincoln Pillar of Excellence Award for its innovative and impactful approach. Jason’s public service career also includes roles at the U.S. Department of State, the New York State Assembly, and the U.S. Department of Homeland Security. He holds a B.S. in Homeland Security from St. John’s University and an Executive MPA from Baruch College’s Marxe School of Public and International Affairs. His contributions have been recognized with the 2019 Baruch College Alumni Association Leadership in Public Service Award and the 2021 Irish Echo Community Champion Award. Jason deployed to Afghanistan in 2010 with Air Cargo Detachment-ONE in support of Operation Enduring Freedom. His unit received a Presidential Unit Citation for extraordinary heroism in action against an armed enemy. In 2023, he was named to City & State New York’s “40 Under 40” list, highlighting his leadership in veteran advocacy and public service. As HUD’s Regional Administrator for Region II, Jason Loughran continues to champion inclusive housing policies and community resilience, drawing on his extensive experience in public service and his commitment to serving veterans and underserved communities.
