Matt Garner is Vice President of Health, Safety, Environmental, and Regulatory (HSER) at Expand Energy. In this role, he leads HSER compliance and governance efforts, oversees the management of enterprise-wide HSER risk, and helps shape and execute the company’s overall HSER strategy to support safe, responsible operations. Prior to joining Expand Energy, Matt held safety leadership roles at ConocoPhillips, gaining extensive experience across complex energy operations. He earned a bachelor’s degree in Fire Protection and Safety Engineering from Oklahoma State University in 2007 and process safety practice certificate from Texas A&M University in 2025. Matt is a Certified Safety Professional (CSP).
