Mr. Howard is the General Manager of Northern California Power Agency (NCPA). Prior to accepting the position at NCPA, Mr. Howard was the Senior Assistant General Manager of the Power System at Los Angeles Department of Water and Power. He has held previous LADWP positions as Executive Director of Customer Services, Director of Power System Planning and Development, and the Chief Compliance Officer in the Power System Executive Office. He is currently leading NCPA forward with several major strategic initiatives to address member issues and opportunities. He presents frequently before governance bodies, including the NCPA Board, Local, State and Federal Agencies on issues of importance to utilities. He has held many previous engineering and customer service management positions at LADWP.
He has an undergraduate degree in Electrical Engineering from California State University, Sacramento and a Master in Business Administration from Pepperdine University.
He is currently leading or assisting several of the industry regulatory activities and multiple initiatives at California Municipal Utilities Association (CMUA), and American Public Power Association (APPA) and involved in several technical and charitable organizations.
