The Future of the Central Valley Project

John Roukema is the Chief Electric Utility Officer and has led Silicon Valley Power since June 2007. He has over 41 years of experience in the electric utility industry including over 35 years as part of the City’s management team. Silicon Valley Power is known for its high reliability, high customer satisfaction, and its competitive rates. Since joining the City in 1980, Mr. Roukema has been directly responsible for each of the organizational areas in the utility including customer service, planning, resource acquisition, engineering, operations and construction. He is a past Chairman of the Transmission Agency of Northern California and the M-S-R Energy Authority, actively involved in the Northern California Power Agency, and the M-S-R Public Power Agency, and a member of the boards of the California Municipal Utilities Association and the CVP Corporation. Mr. Roukema is a former board member of APPA’s DEED Program and is a member of APPA’s CEO Climate Change and Generation Policy Task Force.
Mr. Roukema was previously employed by PG&E and has a B.S. in Electrical Engineering from Montana State University and an M.S. in Electrical Engineering from Santa Clara University. He is a registered Professional Engineer in the State of California.
