NCPA: Five Decades in the Making

Jennifer Sparacino served as City Manager of the City of Santa Clara for 25 years, from 1987 to 2012. She has more than 36 years of public service in local government.
During her tenure, the City of Santa Clara was designated an All-American City by the National League of Cities. Jennifer also oversaw the negotiations for the San Francisco 49ers Stadium.
She is a lifetime member of the International City/County Management Association and has served on the League of California Cities City Managers’ Executive Committee as At-Large representative for Northern California cities with populations over 100,000. She has served on the Ethics Advisory Panel of the Institute for Local Government.
Jennifer has received numerous awards for her public service including the NCPA Public Power Champion Award in 2012.
Jennifer obtained her bachelor’s degree and master’s degree from San Jose State University and completed the John F. Kennedy School of Government program at Harvard University.
