Role of the P3 Authority in the Energy Ecosystem

Fermín Fontanés currently serves as Executive Director of the Puerto Rico PrivatePartnerships Authority (P3A). He is responsible for leading and managing the publicprivate partnership (P3) transactions for the transformation the Puerto Rico Electric Power Authority (PREPA), including the awarded P3 for the Operation and Maintenance Agreement of Puerto Rico’s Electric Transmission and Distribution System (T&D) and the RFP process for the Operation and Management of PREPA’s Legacy Generation Assets.
Fontanés is also in charge of several innovative infrastructure projects, such as the the
awarded P3 for the concession of the transportation services of the Maritime
Transportation Authority (MTA).
Fontanés holds a Bachelor of Science, Environmental Policy and Resource Behavior from
the University of Michigan and a Juris Doctor from George Washington University Law
School, with over 15 years of experience as an environmental law attorney at federal
and local levels in the areas of energy and land use law including corporate transactions,
permitting, regulatory compliance and environmental litigation.
Prior to becoming Executive Director of the P3A, Fontanés was part of the Environmental Law, Energy and Land Use practice group in two of the leading legal firms in Puerto Rico. Before practicing as an environmental lawyer, he was founder and president of an environmental consulting services company for projects throughout the United States, Central and South America, among which are the Bolivia-Brasil pipeline, the Puerto Rico Transshipment Port, and Waste-to-Energy facilities.
