Carlos Pares is a seasoned attorney with extensive experience in transactional law, government affairs, and Puerto Rico energy regulatory framework. During his career, he has successfully advised and represented policymakers, corporations, and individuals.
Carlos is currently the General Counsel & Chief Compliance Officer at Maximo Solar Industries Inc. and Managing Partner at Pares Legal & Consulting Group LLC. As such, provide in-house and external counseling in energy regulatory matters, litigation, business transactions and designed and implemented corporate compliance programs. Carlos has actively participated in developing and implementing Puerto Rico laws and energy public policy regulatory framework, where he has filed written comments and testified before the legislature and the Puerto Rico Energy Bureau (PREB).
Carlos served as an Assistant District Attorney for the Puerto Rico Department of Justice and as a legal adviser for the President of the Puerto Rico Senate, Hon. Thomas Rivera Schatz. He also served as Executive Director of Somos Solar, where he led the efforts of Puerto Rico Act No. 133-2016, which enabled microgrids regulations and mandated the Puerto Rico Electric Power Authority (PREPA) to digitize its interconnection permit process to PREPA’s transmission and distribution system.
Carlos Pares received his B.A. from the University of Puerto Rico. In 2010, he received his Juris Doctor degree from the University of Puerto Rico Catholic School of Law, where he was also editor of the law review journal. In 2013, Carlos attended the University of Houston Law Center, where he received an LLM in Energy, Natural Resources, and Environmental Law.
