Francisco Berríos Portela is the Director of the Energy Public Policy Program at
the Department of Economic Development and Commerce.
Berríos Portela has been leading large–scale project developments in
infrastructure and energy projects for more than 10 years, in Business
Development, Engineering and Operations Management at various Puerto Rico’s
leading energy and construction companies. He has contributed to the
development of over 60 MW in renewable energy projects in Puerto Rico and the
Caribbean, such as solar power plants, industrial & commercial PV systems,
microgrids and electric utilities. He is an active promoter of renewable energy for
Puerto Rico, having served at the Board for ACONER, the renewable energy
contractor association, and participated in multiple energy industry forums in
Puerto Rico and abroad.
Berríos Portela is a licensed Professional Engineer and holds a B.S. in Electrical
Engineering from the University of Puerto Rico, Mayagüez Campus; and a
Professional Certification in Energy Innovation and Emerging Technologies from
the School of Engineering at Stanford University.
