Luis Javier (Javy) Hernández Ortiz, 43 years of age, father of two daughters, Victoria and Isabel. Serving as Mayor of the Autonomous Municipality of Villalba since January 2013.
Holds a bachelor’s degree in Forensic Psychology from the University of Puerto Rico (Magna Cum Laude) and a doctorate’s degree in Law from the Puerto Rico Pontifical Catholic University (Cum Laude). Studied European Community and International Law at the Ortega and Gasset Foundation in Toledo, Spain.
Served ten years as a private practice attorney for various municipalities and as counsel of different health related corporations.
Appointed by governor Alejandro García Padilla as a member of the State Board on Work Force Investment (WIA) and currently serving as the President of the Board of Mayors of the Municipal Alliance of South-Central Economic Development, and as President of the Mountain Region Energy Consortium.
Currently, serves as the President of the Association of Mayors and has been appointed as its representative in various task forces including the group that presented municipal proposals before the Fiscal Control Board and prepared the Country’s Energy Transformation Plan.
His focus is in improving the education system in his Municipality and transforming it into the first energy self-sufficient city.
To this end, he recently unveiled the start of his energy project, whereby the first hydroelectric and solar generating micro-grid with a capacity of 130 megawatts would be built. With this project, safe, clean and affordable energy shall be provided to five municipalities located in the Mountain Region, which became vulnerable after Hurricane Maria.
