Born on September 18, 1970 at the Puerto Rico Medical Center University Hospital, San Juan, Puerto Rico. Raised in the Municipality of Guaynabo, where he currently lives with his wife, Liza Fernández, attorney at law. Father of Angel Gabriel, Valeria Angélica, and Lorena Angeliz.
He attended Ramón Marín Elementary School, later he went to Rafael Martínez Nadal Middle School and he graduated from Margarita Janer Palacios High School, all of them located in Guaynabo.
In 1992, he obtained a Magna Cum Laude major in accounting from the Metropolitan University Business School. Later on, he pursued studies towards an MBA in Finance and Accounting.
In 1991, he started the public service force at the Guaynabo Municipality Human Resources Office. Subsequently, in 1993, he obtained a position as Auditor at the Puerto Rico Comptroller Office. In 1995, he became the Director of the Budget Office at the Autonomous Municipality of Guaynabo.
Pérez Otero’s political walk-of-life started as the Guaynabo New Progressive Party Youth President. On 2004, was designated and later elected by majority vote to replace former Cataño mayor, Wilson Soto Molina at the House of Representative for the electoral 6th District, Guaynabo, Cataño, and Bayamón.
That same electoral year, 2004, he won the District 6th for the House of Representatives and assumed the presidency of the Assignment and Budgeting Commission, he also Co-Chair the Legislative Special Grants and Vice president to the Government Commission.
On November 4, 2008, he was re-elected and selected NPP Majority Alternate Speaker. On August 5, 2017, by majority vote, he became the 13th mayor of the Autonomous Municipality of Guaynabo and on August 18, 2017, he was inaugurated as the new major. Re-elected for a second term on November 7, 2020, and took the oath of office on January 16, 2020. Though, on November, 2020, he was elected as President of the Puerto Rico Majors Federation.
